 An address of the President of the Association of Asian Constitutional Courts and Equivalent Institutions, the Chairman of the Constitutional Council of the Republic of Kazakhstan, Mr. Kairat MAMI due to the situation of widespread dissemination of COVID-19


Dear colleagues, friends!


Allow me to welcome you and express my support during this difficult time for all of us. The global pandemic COVID-19, announced by the World Health Organization, is widespread worldwide. Unfortunately, there are numerous human losses. Emergency regimes and related restrictions have been introduced to overcome threats around the world. This challenge is also accompanied by a serious financial and economic crisis.


All these processes directly affect the fundamental values ??embodied in the Basic Laws of our countries. Primarily, this is the human right to life, to protect health, personal freedom and many others. The Governments of our states are making every possible effort to overcome this disease and solve the socio and economic issues associated with it.


We representatives of constitutional review bodies are always on guard of democratic values. One of aims of creation the Asian and Eurasian Associations, which is currently chaired by Kazakhstan, is to unite efforts to promote and protect constitutional human rights and ensure the rule of law. Addressing this message, as Chairman of these Associations, I would like to express our common solidarity and willingness to support each other in this temporary difficult period and take all possible measures to maintain the inviolability of the most important constitutional values.

All these processes will certainly have an impact on our plans.


As you know, 2020 has been marked by important events in the constitutional development of Kazakhstan.


We celebrate the 25th  Anniversary of the Constitution adopted at the republican referendum.


The Constitutional Council conducts active work on the 4th  Congress of the Association of Asian Constitutional Courts. I hope that soon the ways to end the epidemic will be found and we will be able to meet you on the hospitable Kazakhstan land.


Today we have forced to suspend reciprocal visits, meetings and have moved to distance work. However, digital technologies provide us with contemporary methods of communication without reducing the level of cooperation. The Constitutional Council also provided for the exercise its authority in electronic format. Additionally, an international online conference dedicated to the 30th Anniversary of imposition a presidential form of governance in Kazakhstan will be held on April 24, 2020 (beginning at 3.00 p.m. in Nur-Sultan, on Russian language,, in English language Such forms of interactive dialogue allow us do not interrupt, but strengthen our interaction.
