Fourth AACC Congress on Rule of Law, Value of Person, Effectiveness of State

The Association of Asian Constitutional Court and Equivalent Institutions (AACC) held the Fourth AACC Congress online. President of the Constitutional Council of the Republic of Kazakhstan Kairat Mami officially opened the virtual congress from Nur-Sultan, Kazakstan on Thursday, August 27, 2020.

 

The congress was entitled “The XXI Century Constitution: The Rule of Law, the Value of Person, and the Effectiveness of the State.” Chief Justice of the Constitutional Court of the Republic of Indonesia (MKRI) Anwar Usman opened the first panel discussion, moderated by the president of the Constitutional Council of the Republic of Kazakhstan Kairat Mami.

 

The three panel discussions in the congress had different themes. The first panel was entitled “Constitution and the Rule of Law: Challenges and Ways of Solutions.” The following are the speakers and their presentations: member of the Constitutional Council of the Republic of Kazakhstan Victor Malinovskiy “Constitutionalism of Salvation: To Soften the Contradictions Between Person, Society, and State;” President of the Constitutional Court of the Republic of Korea Namseok Yoo “Constitutional Court of Korea and the Rule of Law;” Chairman of the Constitutional Court of the Republic of Azerbaijan Farhad Abdullayev “Some Aspects of the Constitutional Justice Administration in the Period of Pandemic;” Chairman of the Constitutional Court of Ukraine Oleksandr Tupytskyi “Modern Challenges to the Human Rights and Freedoms: General European and Ukrainian Aspects;” and Chairman of the Constitutional Chamber of the Supreme Court of Kyrgyz Republic Karybek Duisheev “The Role of the Constitutional Control Body in Ensuring Rule of Law: Practice of the Constitutional Chamber of the Supreme Court of the Kyrgyz Republic.”

 

The second panel was entitled “Protection of Constitutional Human Rights and Democratic Values in the Digital Transformation Era.” The following are the speakers and their presentations: constitutional justice of the Kingdom of Thailand Punya Udchachon “Constitution and the Rule of Law: Challenges and Ways of Solutions;” supreme justice of the Maldives Azmirlda Zahir “The Protection of Constitutional Human Rights and Democratic Values in the Digital Transformation  Era;” acting president of the Constitutional Court of  the Republic of  Armenia Ashot Khachatryan “The Constitutional Justice and the Problems of Epidemiological Crisis Influence Upon the Constitutional Doctrine of the Fundamental Rights of Citizens;” constitutional justice of the Republic Latvia Arturs Kucs “The Influence of the Constitution and the Constitutional Court of Latvia upon the Development of the Rule of Law and Fundamental Rights;” chief judge of Sabah and Sarawak of the Federal Court of Malaysia Dato’ Abang Iskandar Abang Hashim “Protecting Constitutional Human Rights and Democratic Values in the Era of Digital Transformation: The Experience of Malaysia;” president of the Constitutional Court and the Highest Administrative Court of Rheinland-Pfalz, Germany Lars Brocker “Protection of Constitutional Human Rights and Democratic Values during the Coronavirus Pandemic: Jurisdiction of the Federal Constitutional Court of Germany in ‘Coronavirus’ Cases;” and member of the scientific-consultative board under the Constitutional Council of the Republic of Kazakhstan Marat Sarsembayev “Constitution of the Republic of Kazakhstan and Protection of Human Rights in the Format of the Electronic Government.”
