AACC SRD and Constitutional Courts’ Capacity Building

SEOUL, Public Relations MKRI—Ahead of the agenda of the Constitutional Court of the Republic of Indonesia (MKRI) for the World Conference on Constitutional Justice (WCCJ) in 2022, the delegation led by Constitutional Justices Manahan M.P. Sitompul and Enny Nurbaningsih visited the Constitutional Court of the Republic of Korea (CCK) on Tuesday, December 21, 2021 in Seoul, South Korea. They were welcomed by CCK President Yoo Namseok and Constitutional Justice Kim Kiyoung.

 

Justice Manahan said that the meeting was crucial in building cooperation between judicial institutions in an international context, especially with CCK being a member of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC). Similarly, Justice Enny emphasized the importance of cooperation in strengthening relations between constitutional justice institutions and for the success of the WCCJ conference, which will take place in October 2022 in Bali.

 

CCK President Yoo Namseok expressed that the CCK would be prepared to assist the MKRI for said agenda in 2022. “We are happy to help Indonesia as a fellow AACC member in organizing the international conference,” he said.

 

The CCK successfully organized the 3rd Congress of the WCCJ on “Constitutional Justice and Social Integration” on September 28-October 1, 2014. This fact compelled the MKRI to visit the CCK to dig deeper into substantive matters relating to the international program. Justice Enny also discussed the framework for the constitutional dialogue between world’s constitutional justice institutions to run smoothly and successfully. Justice Manahan informed the CCK of the 5th congress’ theme and the WCCJ’s contribution to the global judicial dialogue between constitutional justices.

 

The meeting ended with a courtroom tour, where the CCK staff explained the hearing procedure during the pandemic and brought the delegation to visit the CCK’s main courtroom. It also explained the implementation of the ICT system in its proceedings, which allows them to be viewed live by the public. It also showcased a digital time limit setup for the litigants when testifying before the panel of justices, which serves to ensure that the hearing runs effectively, efficiently, and on time.
