Uzbekistan Constitutional Court Delegation Visits SPC as AACC Host Secretariat

JAKARTA, A delegation from the Constitutional Court of the Republic of Uzbekistan, consisting of Secretary General Nilufarkhon Said Gaziefa, Director of Information Technology Sherbek Isakulov, and Director of International Relations Hasan Abdurahkmanov, conducted a working visit to the Constitutional Court of the Republic of Indonesia (MKRI) on Tuesday (04/14/2026). The bilateral meeting took place following Uzbekistan’s Constitutional Court receiving the mandate as the Presidency of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC) for the 2025–2027 period.

 

The meeting was attended on behalf of the Court by Secretary General Heru Setiawan, accompanied by Head of the Public Relations and Protocol Bureau Pan Mohamad Faiz, Head of the AACC Permanent Secretariat and International Cooperation Division Immanuel Bungkulan Binsar Hutasoit, Head of the AACC Permanent Secretariat Subdivision R. A. Indah Apriyanti, along with their respective teams. Heru explained that the Secretary General of Uzbekistan’s Constitutional Court, as the Secretariat of the AACC Presidency, plays a crucial role in supporting the leadership of the Chief Justice of Uzbekistan’s Constitutional Court as President of AACC.

 

Heru noted that the AACC is a regional forum established in 2010 to discuss constitutional justice in Asia. Its objectives include the protection of human rights, safeguarding democracy, upholding the rule of law, ensuring judicial independence, and fostering cooperation and exchange of experience and information among AACC members.

 

The AACC Secretariat consists of a Host Secretariat and three Permanent Secretariats. The Host Secretariat is responsible for organizing the AACC Congress, while the Permanent Secretariats include the Planning and Coordination Secretariat in Indonesia, the Research and Development Secretariat in South Korea, and the Training and Human Resources Secretariat in Turkey.

 

The host country is responsible for organizing the Meeting of Secretaries-General (MSG), the Board of Members Meeting (BoMM), and the AACC Congress. In the meeting, the Court shared technical guidelines and best practices based on previous meetings held by countries that had served as AACC Presidency.

 

“However, we must first establish a framework, including amendments to the statute, agreement among AACC members, and eventually a Samarkand Declaration. What is to be agreed upon will reflect the vision of the AACC Presidency, including the stance of constitutional courts on issues such as peace, human rights, and other key matters to be decided at the BoMM,” Heru explained.

 

In addition, Uzbekistan’s Constitutional Court studied the Court’s experience in judicial digitalization and information security, which are planned to be discussed at the upcoming AACC Congress. The Uzbek delegation also presented a conceptual program for the AACC, structured into three thematic sessions focusing on key issues in constitutional justice: Session 1 on the digitalization of constitutional justice and its impact on access to justice; Session 2 on the use of artificial intelligence in judicial activities and its limitations; and Session 3 on contemporary challenges in constitutional justice, including legal analysis and rights protection.

 

“This structure enables the Congress to be conducted in a coherent and substantive manner, while ensuring that discussions remain focused and productive,” said Sherbek Isakulov.
