AACC Meeting of Secretaries-General: Expanding Membership, and Strengthening Global Cooperation

The Permanent Secretariat for Planning and Coordination of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC) convened the Meeting of Secretaries-General (MSG) of the AACC. This virtual meeting, held on Thursday, September 5, 2024, was hosted by the Constitutional Court of Thailand in its capacity as AACC President for the 2023–2025 term.

 

The MSG event was attended by delegations from Azerbaijan, India, Indonesia, Malaysia, Palestine, Kyrgyzstan, Kazakhstan, Mongolia, Myanmar, The Philipines, Russia, Turkiye and Uzbekistan. 

 

The first agenda of MSG focused on the proposal to activate AACC's annual membership fees. This discussion sought practical solutions for implementing a financial contribution mechanism from AACC member states, aiming to establish a more independent financial structure in line with Article 23, Paragraph 1 of the AACC Statute.

 

The meeting also covered the transition of the AACC Presidency. The Constitutional Court of the Royal Kingdom of Thailand, currently holding the presidency for the 2023–2025 term, announced that the Constitutional Court of Uzbekistan will assume the presidency following Thailand’s term. This transition is set to occur after the 6th AACC Congress in Bangkok, Thailand, scheduled for September 18–20, 2024.

 

Additionally, the MSG discussed strengthening AACC’s cooperation with  three key international associations—the Conference of Constitutional Jurisdictions of Africa (CCJA), the Conference of European Constitutional Courts (CECC), and the Eurasian Association of Constitutional Review Bodies (EACRB)—were presented.

 

In closing, the MSG reviewed the proposed Bangkok Declaration, a joint initiative from the Constitutional Court of Azerbaijan and the Supreme Court of Palestine. This proposal will be further examined at the upcoming Board of Members Meeting (BoMM).
